Dave has over 30 years experience working in the public sector in senior leadership postions and has worked closely with local authorities in all of those roles. In 2017 he led the government’s recovery effort for the Kaikoura earthquake and Whakatane Floods at DPMC/MCDEM. Previous to that he was Group Manager Planning and Investment at the NZ Transport Agency and in senior leadership roles on climate change and natural resources with Ministry for the Environment and Treasury.

Dave is currently a consultant and is providing advice to central and local government on public policy solutions, strategic change and organisational reviews, major investments programmes and innovation in procurement.  Recent assignments include advice on urban development and light rail for NZTA, three waters funding and financing for Wellington Water, establishment of the Infrastructure Commission for Treasury, alternative procurement approaches for KiwiBuild, independent reviewer of the Road Efficiency Group’s (a joint venture between NZTA and LGNZ) operating model, and independently advising Ministers on the future resilience of Franz Josef township.

Dave has a Batchelor in Geography (1st class honours), is a member of the Institute of Directors and other professional associations.
